5. Cape Cod Joint Transportation Committee Election of Officers: Committee members will nominate and vote to elect the positions of Chair and Vice-Chair to the Cape Cod Joint Transportation Committee for the term July 1, 2024 to June 30, 2025.
6. Cape Cod Joint Transportation Committee Bicycle Representative Alternate: Committee members will discuss interested applicants and potentially vote to appoint an alternate to the Cape Cod Joint Transportation Committee bicycle representative position for the term July 1, 2024 to June 30, 2025.
7. Federal Fiscal Year (October 1, 2024– September 30, 2025) 2025 Unified Planning Work Program (“UPWP”) Development: Staffwill describe the process for developing the 2025 UPWP, which summarizes all significant transportation activities planned for the fiscal year on Cape Cod. Committee members may ask questions and vote to make a recommendation to the Cape Cod Metropolitan Planning Organization on potential tasks and studies for inclusion in the 2025 UPWP.
8. Federal Fiscal Years (October 1 – September 30) 2024-2028 Transportation Improvement Program (“TIP”) Development Amendment # 2: Staff will review, and Committee members will consider public comments on and may vote whether to recommend that the Cape Cod Metropolitan Planning Organization endorse the 2024-2028 TIP draft Amendment # 2, which would remove the Barnstable Park and Ride Expansion and Improvements at Route 132 project and its associated funding from the 2024-2028 Transportation Improvement Program.
9. Federal Fiscal Years (October 1 – September 30) 2024-2028 Transportation Improvement Program (“TIP”) Development Amendment # 3: Staff will describe the 2024-2028 TIP draft Amendment # 3, which would provide an additional $9 million in statewide funding towards the Mashpee Route 151 Improvements project (Phase 2). Committee members may vote to recommend the Cape Cod Metropolitan Planning Organization release the 2024-2028 TIP draft Amendment # 3 for a 21-day public comment period.
10. Federal Fiscal Years (October 1 – September 30) 2025-2029 Transportation Improvement Program (“TIP”) Development: Staff will review the process for developing the 2025-2029 TIP. Committee members may ask staff questions and vote to make a recommendation to the Cape Cod Metropolitan Planning Organization on potential projects for inclusion in the 2025-2029 TIP. The TIP summarizes the regionally significant transportation infrastructure projects receiving federal funding for construction over the next five years.
11. Safe Streets for All Cape Cod Safety Action Plan: Staff will describe the Safe Streets for All Cape Cod Safety Action Plan grant and ask Committee members for feedback on the development of the Vision Zero advisory committee, a committee which will oversee the development of a comprehensive safety action plan to reduce and eliminate serious-injury and fatal motor vehicle crashes affecting all roadway users.
12. Regional Interchange Intersection Analysis Update: Staff will provide an update on a current transportation safety study that involves the crash analysis of local roadway intersections with the region’s highway ramps (Route 6 and Route 28) on Cape Cod.
13. Reports: Massachusetts Department of Transportation staff will discuss the status of the Transportation Improvement Program projects. Cape Cod Regional Transit Authority and Cape Cod Commission staff will report on recent and upcoming transportation initiatives across Cape Cod.
14. New Business: Topics not reasonably anticipated by the Chair more than 48 hours before the meeting.
