AGENDA: Cape Cod and Islands Water Protection Fund Executive Committee

Note: The meeting will be held virtually, with members of the Cape Cod and Islands Water Protection Fund Executive Committee participating remotely, Chapter 20 of the Acts of 2021, as further amended by Chapter 2 of the Acts of 2023.

AGENDA

  1. Roll Call
  2. Review and approval of prior meeting minutes: 5/16/2022
  3. Technical Assistance Update: Cape Cod Commission staff will provide an update on technical assistance to the Town of Brewster and other Cape Cod communities considering implementation of innovative/alternative septic systems and other non-traditional technology to maximize State Revolving Fund loan eligibility.
  4. Draft 2023 Clean Water Intended Use Plan (“IUP”): Executive Committee members will review and discuss the Draft 2023 Clean Water IUP issued by the Massachusetts Department of Environmental Protection.  The IUP details the projects, borrowers, and amounts proposed to be financed through the Clean Water State Revolving Fund loan program. PFM Financial Advisors will provide an update on the Fund, including the impact of the 2023 IUP on the subsidy model. Committee members will have an opportunity to discuss and ask questions and may vote to forward a recommendation for subsidies to the full Cape Cod and Islands Water Protection Fund Management Board for consideration.
  5. Water Quality Monitoring: Committee members will discuss the provision in Massachusetts General Laws at Section 19 of Chapter 337 of the Acts of 2018, An Act Regulating and Insuring Short-Term Rentals, that in part allows funds from the Cape Cod and Islands Water Protection Fund to be dedicated to water quality monitoring. 
  6. Cape Cod and Islands Water Protection Fund Membership: Executive Committee members will discuss potential interest by communities on Martha’s Vineyard and eligibility criteria to join the Cape Cod and Islands Water Protection Fund.   
  7. New Business: Topics not reasonably anticipated by the Chair more than 48 hours before the meeting.
