Notice of Opportunity for Public Comment
The Cape Cod Metropolitan Planning Organization (MPO) has released the draft FFY2027 Unified Planning Work Program (UPWP) for a 14-day public review and comment period. Members of the public are invited to review these documents and provide comments. Copies of these documents are available for review online at: www.capecodcommission.org/mpo.
The UPWP describes all significant transportation planning activities planned on Cape Cod over the twelve (12) month period from October 2026 through September 2027.
A virtual public meeting will be held at 5:00 PM on Wednesday, April 29, 2026 to learn more about the UPWP and obtain public feedback. Access the virtual public meeting by clicking: www.capecodcommission.org/outreach/join or calling in to (929) 205-6099 and entering meeting ID 961 1903 7671.
A virtual public meeting of the Cape Cod MPO is scheduled for Monday, May 18, 2026 at 1:00 PM to hear additional public comments and consider endorsement of the UPWP. What is the UPWP?
The Cape Cod Unified Planning Work Program (UPWP) is a list of planning activities anticipated to be performed by MPO staff
over the next year. The UPWP is developed and approved by the Cape Cod Metropolitan Planning Organization, the regional body comprised of local, regional, state, and federal officials charged with overseeing the region's transportation planning process. Discussions at MPO meetings help to select planning studies to be included in the UPWP.
UPWP Funding - Funding comes from a combination of state and federal sources, typically in the range of $1,000,000 per year.
UPWP Studies - Typical efforts include: data collection efforts, corridor studies, safety studies, bicycle planning initiatives, and coastal resiliency projects. Planning efforts are designed to address safety and congestion concerns for all transportation modes, including vehicle, transit, bicycle, and pedestrian travel. Recent studies include the Top Crash Location Report and Crash Dashboard and the Chatham Parking and Circulation Study.
Current FFY 2026 Unified Planning Work Program (UPWP)

On May 19, 2025 the Cape Cod Metropolitan Planning Organization voted to adopt the (FFY) 2026 Unified Planning Work Program (UPWP). This plan will remain active until September 30, 2026. The plan along with plan summaries in English and Portuguese as presented below.
Development of the FFY 2027 UPWP
Each year, the Cape Cod Joint Transportation Committee and the Cape Cod Metropolitan Planning Organization meet publicly to review the development of the UPWP. The process for the development of the UPWP for the upcoming federal fiscal year began in January. Project selections will take place in March, and the draft document will be released in April for public comment. The draft documents are finalized and voted on by the MPO in May.
