In 2005, the Cape Cod Commission contracted with The Center for Survey Research (CSR) at the University of Massachusetts-Boston to conduct a mail study soliciting the views of Cape residents about important local issues. The goal of the study was to help Barnstable County shape what eventually became the 2009 Cape Cod Regional Policy Plan. Through the study's printed questionnaire, residents were asked about the problems they saw and anticipated in their towns and on the Cape as a whole, how the Cape should manage development, and what the priorities and tradeoffs should be between development and the protection of natural resources, among other issues.
