Potential approval of the DRAFT minutes of the Cape Cod Metropolitan Planning Organization Meeting on April 22, 2019

Federal Fiscal Year 2020 Unified Planning Work Program (UPWP) Development: The UPWP is a list of transportation planning projects scheduled for funding and implementation as outlined in the Federal Fiscal Year (FFY) 2020 (October 1, 2019 to September 30, 2020) UPWP document. Cape Cod Commission staff will give a presentation on the UPWP development process, anticipated funding, and potential planning projects for the FFY2020 UPWP. The Cape Cod Metropolitan Planning Organization will discuss the proposed UPWP, which may be found at http://www.capecodcommission.org/meetingnotices, any public comment received regarding the UPWP, and may vote whether to endorse the FFY 2020 UPWP. — Steven Tupper, Cape Cod Commission Transportation Program Manager

2020-2024 Transportation Improvement Program (TIP) Development: The TIP is a recommended list of transportation projects to be advertised and eventually constructed using Massachusetts Department of Transportation, Federal Highway Administration and Federal Transit Administration funding for Federal Fiscal Years 2020 to 2024 (October 1, 2019 to September 30, 2024). Cape Cod Commission staff will give a presentation on the process of developing the TIP, anticipated funding, and potential projects for the FFY2020-24 TIP. The Cape Cod Metropolitan Planning Organization will discuss the proposed FFY2020-24 TIP, which may be found at http://www.capecodcommission.org/meetingnotices, any public comment received regarding the FFY2020-24 TIP, and may vote whether to endorse the FFY2020-24 TIP. — Steven Tupper, Cape Cod Commission Transportation Program Manager

Federal Fiscal Years (FFY) 2019-2023 Transportation Improvement Program (TIP) Amendment #3: The Transportation Improvement Program (TIP) is a recommended list of transportation projects to be advertised and eventually implemented using Massachusetts Department of Transportation, Federal Highway and Federal Transit Administration funding. Cape Cod Commission staff will describe draft Amendment #3 to the Federal Fiscal Year (FFY) 2019-2023 TIP, which would increase the funding allocated to the Barnstable, Route 28 at Yarmouth Road project in FFY2019 by $325,206 and indicate that a portion of the project will be funded in FFY2020. The total project cost will be updated to reflect the current estimate of $15,756,274. Draft Amendment #3 would also update the list of highway projects in FFY2020-2023 to reflect the latest available information and include updated language on regional Transit Asset Management targets recently approved by the Cape Cod Metropolitan Planning Organization (MPO). The Cape Cod Metropolitan Planning Organization will discuss draft Amendment #3 to the 2019-2023 TIP, which may be found at http://www.capecodcommission.org/meetingnotices, any public comment received regarding draft Amendment #3 to the 2019-2023 TIP, and may vote whether to endorse draft Amendment #3 to the 2019-2023 TIP. — Steven Tupper, Cape Cod Commission Transportation Program Manager

2020 Cape Cod Regional Transportation Plan (RTP) Development: The Regional Transportation Plan (RTP) establishes long-range vision and goals, identifies major projects, studies, and programs for Cape Cod from the years 2020 through 2040. Cape Cod Commission staff will discuss the process of developing the RTP list of potential projects and the process for prioritization of potential projects for inclusion in the 2020 RTP. The Cape Cod Metropolitan Planning Organization will discuss the draft RTP, which may be found at http://www.capecodcommission.org/meetingnotices, and may vote whether to release for public the draft RTP for a 21-day public comment period. — Lev Malakhoff, Cape Cod Commission Senior Transportation Engineer

Reports – Massachusetts Department of Transportation: The Massachusetts Department of Transportation (MassDOT) staff will discuss with members the status of the Transportation Improvement Program (TIP) projects. The TIP is a recommended list of transportation projects to be advertised and eventually constructed using MassDOT, Federal Highway Administration and/or Federal Transit Administration funding. The Cape Cod Metropolitan Planning Organization members may ask questions and discuss the TIP projects. – MassDOT Staff

Reports – Cape Cod Regional Transit Authority: Cape Cod Regional Transit Authority (CCRTA) staff will report on recent and upcoming transportation initiatives involving the CCRTA. – CCRTA Staff
