Potential approval of the DRAFT minutes of February 8, 2019

Federal Fiscal Year 2020 Unified Planning Work Program (UPWP) Development: The UPWP is a list of transportation planning projects scheduled for funding and implementation as outlined in the Federal Fiscal Year (FFY) 2020 (October 1, 2019 to September 30, 2020) UPWP document. Cape Cod Commission staff will give a presentation on the UPWP development process, anticipated funding, and potential planning projects to be considered for inclusion in the FFY2020 UPWP. The Cape Cod Joint Transportation Committee will discuss and may vote to recommend planning projects to be considered for inclusion in the FFY2020 UPWP. — Steven Tupper, Cape Cod Commission Transportation Program Manager

2020-2024 Transportation Improvement Program (TIP) Development: The TIP is a recommended list of transportation projects to be advertised and eventually constructed using Massachusetts Department of Transportation, Federal Highway Administration and Federal Transit Administration funding for Federal Fiscal Years (FFY) 2020 to 2024 (October 1, 2019 to September 30, 2024). Cape Cod Commission staff will give a presentation on the process of developing the TIP, anticipated funding, and potential projects for inclusion in the FFY2020-24 TIP. The Cape Cod Joint Transportation Committee will discuss and may vote to recommend projects to be considered for inclusion in the FFY2020-24 TIP. — Steven Tupper, Cape Cod Commission Transportation Program Manager

2020 Cape Cod Regional Transportation Plan (RTP) Development: The Regional Transportation Plan (RTP) establishes long-range vision and goals, identifies major projects, studies, and programs for Cape Cod from 2020 through 2040. Cape Cod Commission staff will present an update on RTP outreach activities, including the draft results of the RTP online survey. Cape Cod Commission staff will present on regional crash trends as the relate to potential performance measures identified in the 2020 RTP. The Cape Cod Joint Transportation Committee members may discuss and ask questions about the development of the 2020 RTP. — Lev Malakhoff, Cape Cod Commission Senior Transportation Engineer and David Nolan, Cape Cod Commission Transportation Planner

2020 Cape Cod Regional Transportation Plan (RTP) Project Subcommittee: The Regional Transportation Plan (RTP) establishes long-range vision and goals, identifies major projects, studies, and programs for Cape Cod from 2020 through 2040. Cape Cod Commission staff will discuss the need for review and prioritization of potential projects for inclusion in the 2020 RTP. The Cape Cod Joint Transportation Committee will discuss an approach to prioritizing projects for the potential inclusion in the 2020 RTP. The Cape Cod Joint Transportation Committee members may vote to establish a subcommittee for the purposes of the review and prioritization of projects for potential inclusion in the 2020 RTP. The RTP Project Subcommittee would report to the Cape Cod Joint Transportation Committee at a future meeting.  — Lev Malakhoff, Cape Cod Commission Senior Transportation Engineer

Massachusetts Department of Transportation Update: The Massachusetts Department of Transportation (MassDOT) staff will present and discuss with members of the committee the status of MassDOT projects currently in the planning process including the Federal Fiscal Years (FFY) 2019-2023 and FFY 2020-2024 Transportation Improvement Program (TIP) projects. The TIP is a recommended list of transportation projects to be advertised and eventually constructed using MassDOT, Federal Highway Administration and/or Federal Transit Administration funding. — MassDOT Staff

Reports – Cape Cod Regional Transit Authority: Cape Cod Regional Transit Authority (CCRTA) staff will report on recent and upcoming transportation initiatives involving the CCRTA. – CCRTA Staff

Municipal Crosswalk and Speed Hump Policy Discussion: Cape Cod Joint Transportation Committee (CCJTC) members will discuss local policies that guide Department of Public Works staff and others charged with responding to citizen requests for installation of new or modification of existing of crosswalks and/or speed humps. CCJTC members may reference the recently adopted Town of Harwich Crosswalk Policy, available at https://www.harwich-ma.gov/sites/harwichma/files/news/harwich_crosswalk_policy_2018.pdf.  — Steven Tupper, Cape Cod Commission Transportation Program Manager
