The Cape Cod Commission led the effort that resulted in the creation of the Barnstable County HOME Consortium. The Consortium consists of the Cape's 15 towns and Barnstable County. The latter, through the Commission, serves as its lead entity.
Since 1994 the HOME Consortium has been allocated more than $13.6 million in federal HOME Investment Partnerships funds. Prior to becoming a consortium, Barnstable County had been awarded $615,628 in HOME funds from the state.
HOME funds awarded to local projects have resulted in the creation of 1,230 affordable housing units in Barnstable County. Another 131 units are under construction with commitments to projects that will create another 114 units.
The HOME Program has provided funding for acquisition and rehabilitation of rental housing, homeowner repairs, rental assistance and first-time homeownership. More than 200 households benefited from a homeowner repair program. More than 615 households have received assistance from the down payment/closing cost program, which is administered by the Housing Assistance Corporation.
In 1993 the County established the Barnstable County HOME Consortium Advisory Council to advise and assist the Cape Cod Commission in its administration of the HOME Program. The Council consists of a representative from each town, two at-large members, and the Commission's affordable housing specialist as an ex-officio member. The HOME Consortium created a Down Payment Closing Cost Assistance Program to help first-time homeowners to purchase homes. The program is administered by the Housing Assistance Corporation. For more information and/or an application, contact Karin Bar at 508.771.5400 ext. 289 or email@example.com.
The HUD Consolidated Plan (CP) is a five-year housing plan prepared by the Commission's affordable housing specialist, in consultation with the HOME Consortium Advisory Council. The CP provides a detailed description of the area's affordable housing needs, available resources, and describes what it considers to be the top priorities for the Consortium. The CP has served as a vital resource tool for Cape Cod.
