A long-standing regional goal has been to link Bourne to Provincetown via the Cape Cod Rail Trail, an asset important to all of Cape Cod. To this end, DLTA funding was provided to address a critical leg needed through the Town of Barnstable. The town worked with Vanasse Hangen Brustlin, Inc. (VHB) to develop plans for an easement that will allow for the extension of the rail trail. The town met with the Commission regarding regional connections and with VHB to finalize alternatives. Decisions regarding proposed alternatives were made based on site visits, road crossings, private ownership of land, and state highway restrictions. The town counsel explored mitigation opportunities, identifying parcels with which to negotiate with Mass Fish and Wildlife to obtain the right to construct and maintain the future Cape Cod Rail Trail extension from Mary Dunn Road to Willow Street. Mass Fish and Wildlife provided the town with draft language with specific conditions in order to grant an easement across its land. The town met all criteria with the assistance of the planning and design work by VHB and the assistance with mitigation opportunities from the town's legal department and the town manager's office. The town met with the Hyannis Water Board in executive session and is poised to move the project forward.
The Commission worked with the towns of Mashpee and Falmouth to support the towns' respective Economic Development Industrial Corporations (EDICs), consistent with Barnstable County’s Comprehensive Economic Development Strategy priority projects and the Cape Cod Regional Policy Plan. The towns are working with their selected consultant, Communities Opportunity Group, Inc., who is providing guidance to this partnership with focus on (1) a needs analysis for economic activities; (2) policy and planning goal setting; (3) creation of a five-year action plan for the partnership with individual business plans; and (4) identification of sustainable income for the partnership.
A long-standing problem on Cape Cod and in Massachusetts is a lack of standardization in addressing. Problems such as mail delivery, permitting difficulties, and emergency response result. The towns of Mashpee, Dennis, and Chatham are working with consultant People GIS to develop a technical standard and guidelines for addressing and implementing a proof of concept project. This three-town project will serves as a pilot for the entire region.
The Town of Truro worked with Dr. Able Sanchez at the Geospatial Data Center at MIT to deploy Forage, a local food-sourcing app. Data continues to be solicited from farmers, fishermen, and others Cape-wide to extend the network and conduct a beta pilot. Awareness and visual recognition were raised through the development of a logo and web site, which is an alternative method to a smartphone for data input. Educational materials were developed for distribution at the annual Truro Agricultural Fair held in September.
Staff attended the successful workshop sponsored by the Massachusetts Regional Planning Agencies (RPAs) and supported with DLTA funds. Lessons learned were shared among the participants and much of the discussion focused on the types of shared municipal service projects most likely to succeed and to progress beyond the feasibility stages.
No DLTA funds were allocated in this contract period to manage and implement this program. All services were in-kind.
The Yarmouth buildout analysis being conducted to comply with requirements of the state's revolving fund (SRF) for waterwater infrastructure will be useful as a model for other towns seeking SRF funds. After finalizing a parcel-based town-wide map of potentially developable land, staff utilized Community Viz scenario planning software to cross-check results. Staff reviewed the buildout assumptions used in the Yarmouth Comprehensive Wastewater Management Plan (CWMP), the Massachusetts Estuary Project (MEP) buildout analysis, and the Method 1 parameters for establishing benchmark (maximum) wastewater flows pursuant to 310 CMR 44.04(3)(a). Staff summarized actual water use information by State Class Code for linkage to the buildout analysis. The final report includes scenarios to establish consistency with flow-neutral provisions as required by MGL c.29C, Sec. 6, and 310 CMR 44.02(d)(2).
Beginning with a spring workshop, Cape Cod Commission staff met several times with the Orleans town planner and planning board to identify initial concepts for a streetscape plan, made numerous site visits, and held several brainstorming sessions. Staff delivered draft concept plans, cross sections, computer renderings, and sketches depicting potential improvements to the Orleans Village Center streets at a planning board meeting in the fall. The Town of Harwich continued its master planning efforts for Wychmere Harbor, begun with 2010 DLTA support. The town contracted with GZA/Vine to conduct an alternatives analysis that will lead to a bylaw and ordinance for creation of an economic development district and will be available to other towns to use as a model.
