In 1998 the Cape Cod Commission's affordable housing specialist led the effort that resulted in the County, for the first time, agreeing to commit $250,000 in County funds towards the creation of the Barnstable County Homeownership Program (CHOP). Four projects were awarded funds during this initial phase. In 1999 the County allocated $100,000 to support the creation affordable rental housing. That was followed by an additional $200,000 allocation in 2000. Commitments for these rental funds were made to four projects which created eighty-one (81) affordable rental units.
In 2002 the County appropriated $500,000 from the FY01 surplus for affordable housing efforts. The Commission is responsible for administering $450,000 of the funds: $430,000 for rental housing development subsidies and $20,000 for technical assistance to towns. The rental housing funds have been committed to seven projects that will create 133 affordable units. Technical assistance grants were made to Eastham, Falmouth, and Chatham.
