The Cape Cod Commission led the effort that resulted in the creation of the Barnstable County HOME Consortium. The Consortium consists of the Cape's 15 towns and Barnstable County. The latter, through the Commission, serves as its lead entity. Since 1994 the Consortium has been allocated over $11.4 million in federal HOME Investment Partnerships funds. Prior to becoming a consortium the County had been awarded $615,628 in HOME funds from the state. During this time County HOME funds awarded to local projects have resulted in the creation of 739 affordable housing units in the County. There are another 74 units under construction with commitments to projects that will create another 106 units. The HOME Program has provided funding for acquisition and rehabilitation of rental housing, homeowner repairs, rental assistance and first-time homeownership. Over 190 households benefitted from a homeowner repair program. Over 500 households have received assistance from the down payment/closing cost program, which is administered by the Housing Assistance Corporation. In 1993 the County established the Barnstable County HOME Consortium Advisory Council to advise and assist the Commission in its administration of the HOME Program. The Council consists of a representative from each town, two at-large members and the Commission's affordable housing specialist as an ex-officio member.
