Barnstable County HOME Consortium

The Cape Cod Commission led the effort that resulted in the creation of the Barnstable County HOME Consortium. The Consortium consists of the Cape's 15 towns and Barnstable County. The latter, through the Commission, serves as its lead entity. Since 1994 the Consortium has been allocated over $10 million in federal HOME Investment Partnerships funds. Prior to becoming a consortium the County had been awarded $615,628 in HOME funds from the state. During this time County HOME funds awarded to local projects have resulted in the creation of 683 affordable housing units in the County. There are another 33 units under construction with commitments to projects that will create another 99 units. The HOME Program has provided funding for acquisition and rehabilitation of rental housing, homeowner repairs, rental assistance and first-time homeownership. Over 190 households have benefitted from the homeowner repair program, while over 490 households have received assistance from the down payment/closing cost program. Both programs are administered by the Housing Assistance Corporation.
In 1993 the County established the Barnstable County HOME Consortium Advisory Council to advise and assist the Commission in its administration of the HOME Program. The Council consists of a representative from each town, two at-large members and the Commission's affordable housing specialist as an ex-officio member. (See the Advisory Council meeting minutes.)

Homeowner Rehab Program:
The HOME Consortium created a Homeowner Rehab Program to preserve the existing affordable housing stock and to enable lower income homeowners to remain in their homes and in their communities rather than face the prospect of moving.

HOME Consortium Housing Plans:
The HUD Consolidated Plan (CP) is a five-year housing plan prepared by the Commission's affordable housing specialist, in consultation with the HOME Consortium Advisory Council. The CP provides a detailed description of the area's affordable housing needs, available resources, and describes what it considers to be the top priorities for the Consortium. The CP has served as a vital resource tool for Cape Cod.
