CEDS PhasesThe Comprehensive Economic Development Strategy (CEDS) for Barnstable County shows our region's leadership in economic development and helps attract both public and private investment to Cape Cod. Through a collaborative process, the CEDS has resulted in a coordinated action plan and a specific set of priority projects based on consensus. The following set of documents were submitted to the US Economic Development Administration (EDA) at the end of June 2009:

The EDA approved the CEDS in early summer, and implementation is moving forward.

 

THE CEDS 2009 FIVE-YEAR UPDATE

The Comprehensive Economic Development Strategy (CEDS) is a collaborative effort of the Cape Cod Commission, the Cape Cod Economic Development Council, and many economic development and business professionals. The 2009 five-year update consists of three phases:

  • Phase 1 - Planning Foundation: Phase 1 focused on research and data collection to inform the planning process in Phase 2; the long-term product will be an interactive web-based resource site, still under development, called STATScapecod. The site will disseminate data, generate statistical profiles of counties and town, and share economic development research and planning documents.

  • Phase 2 - Strategy Development & Adoption: Phase 2 involved an extensive public planning process that resulted in a document adopted as the regional economic development five-year plan (above) by the Cape Cod Commission. Five work groups of regional stakeholders identified regional priority projects, which were then vetted by a series of focus groups and a two-week public-comment period. With funding support from Barnstable County's Cape Cod Economic Development Council, the five-year update of the CEDS completed Phase 2 on June 30, 2009. The resulting report submitted to and approved by the EDA includes regional and local projects that are eligible for EDA planning, technical assistance, and infrastructure development funds.

  • Phase 3 - Implementation: Implementation of the strategy (Phase 3) began with a kick-off meeting on October 27, 2009. Organizers reviewed the work to date, and participants moved into working sessions to discuss implementation strategies for Year 1 Priority Projects. Progress will be assessed annually, with annual reports submitted to the EDA in order to remain eligible for those grant programs.
